Almost every reference photograph of a figure in this line shows it without decals, and the note is there for a reason. The sheets of markings — unit numbers, hazard stripes, stencilled names — ship loose in the box and are applied by the owner, so the painted shell is the only state the whole edition shares. A wiki that pictured a decalled example would be documenting one collector's hand rather than the release.

It also explains why two photographs of the same figure can look like different products. Decals change the read of a paint scheme completely: the same shell with heavy markings looks like equipment in service, and bare it looks like a prototype rolled out of a shop. Collectors split into those who apply them and those who keep the sheet sealed, and the second group is the reason an undecalled figure is the one that holds its value.
